This volume of the Estonian Maritime Museum`s Proceedings focuses on the intricate situation of the navies located at the Baltic Sea Region during the turbulent Interwar Period. After WW I ended the aforementioned region saw the emergence of small national states who all started to develop their naval capabilities. For the first time in history, the Baltic Sea Region saw the emergence of nine completely different navies. This meant that Germany, Denmark, Sweden, Finland, Soviet Union, Estonia, Latvia, Lithuania and Poland saw the necessity to re-evaluate their overall military and naval situation amongst themselves.

This volume tries to fill some of the gaps of the aforementioned period regarding the strategic visions and realities of developing naval matters.
